Brazil’s ANP to open public consultation on RenovaBio policies
In Brazil, the ANP Board approved last week to hold a public consultation and hearing on the review of ANP Resolution No. 758, of 2018 that deals with procedures for efficient certification of biofuels and accreditation of inspection firms, within the scope of the Policy National Biofuels Agency (RenovaBio).
ANP Resolution No. 758/2018 brings, among other guidelines, the eligibility rules for biomass producers to be part of RenovaBio and an annex with the technical regulations of RenovaCalc (calculator that quantifies greenhouse gas emissions from biofuel since its inception). agricultural phase until its use in transport).
The objective of the review is to promote regulatory improvements, which were identified after a regulatory impact analysis (AIR). Among them are:
- Inclusion of general requirements on the chain of custody (process by which information regarding raw materials, intermediate products and final products are transferred, monitored and controlled as they progress through each stage of the supply chain), to be detailed in Technical Report.
- Review of sanctions and penalties for inspection firms and biofuel producers;
- Review of accreditation requirements for inspection firms and qualification of audit team;
- Review of data to be declared in RenovaCalc and exclusion of some information from Annex 1 of the Resolution;
- Review of rules for biofuel production units that come into operation.
RenovaBio currently has 322 certified biofuel producers (280 ethanol, 38 biodiesel and four biomethane).
