In Brazil, President Lula sanctioned Project No. 2308/2023, creating a legal framework for low-carbon hydrogen, and introduced the Special Incentive Regime for the Production of Low Carbon Hydrogen (Rehydro), effective from January 2025 for five years. It aims to develop Brazil’s hydrogen production capabilities, leveraging the country’s vast energy resources. President Lula highlighted Brazil’s unmatched potential in green hydrogen, solar, wind, and biomass energy.
Minister Silveira lauded the initiative as a significant step in Brazil’s energy policies, underscoring its role in reducing dependence on imported fertilizers by boosting the green fertilizer sector. The project also features the Brazilian Hydrogen Certification System for voluntary certification based on emission intensity.
With 57 Gigawatts of announced projects and R$ 212 billion in investments, primarily in Ceará and Piauí, the initiative aims to make Ceará a major green hydrogen hub, enhancing Brazil’s leadership in the global energy transition.
