You see, carbon policies are based around the power sector and power doesn’t generally cross national borders. But physical materials do, and liquid energy for road and air transport does.

And you tell us that you would like to build projects in the EU, Brazil, US and Canada because that is where the favorable policies are, and capital and feedstock and the whole shebang. And that makes sense. But you also want the carbon benefit to be internalized into your product.
