In Iowa, the Center for Agricultural and Rural Development has released a new briefing paper that examines the fuel market’s capacity to absorb 15 billion gallons of ethanol during 2016 as originally proposed in the RFS. The report argues that if the EPA sets a consistent policy framework for industry to believe it can reach the original target while also allowing the RIN market to function as intended and therefore push down E85 prices, then achieving the 15 billion gallon target is achievable.
